Here you will find downloads for M.U.G.E.N. itself, and hacked versions. The latest official version of 1.0 is the new standard, but if it doesn't work on your machine, the Hacked version is the most useful Mugen Plus Download http://randomselect.piiym-net.com/ It supports both hi and low resolution stages. The drawback to this hack is that it only supports hi-resolution Screenpacks and you will not be able to use characters and stages made for Mugen 1.0.
